Permit is strictly bureaucratic (in a sense). It will refer to environmental conditions and have restrictions on that front but that is all within legislation anyway.
Before conducting any exploration (outside of assigned mining leases) you need government approval for each borehole, and you also have to pay a rehab security deposit for each one as part of this process.
Worker safety protocols is also covered under different legislation and would mostly be covered by the contractors own policies.
