Looks like it. Perhaps the plan steps were:
1. Find a CEO with capital transaction experience
2. List on a suitable European Stock Exchange
3. Contract with large trading houses and execute Off-take Agreements
If that is the first three steps, 1 and 2 are done and positive movement on step 3.
Lets hope all the next 20 steps have some level of progress as well.
