lol. It's nonsense really but WP made a reference to Keynes in a slide once. Bilbo has decided to attach a macroeconomic policy around government spending to increase economic activity to WP spending all the shareholder money, and always seeking more. Hence he refers to him as a Keynesian, though it is not accurate.
The elephant was a reference to the elephant in the room I think.
Put them together you get the Keynesian Elephants.
