If the offer is not successfull, they will need to raise again much sooner, and retail won't get a look in next time.
This the problem with retail. Winge if not included, and if included they won't bother to partipate as iti cheaper to buy on the market. Countless examples lately just like that. Look at SUV, they did a SPP back in May, the price drops to around the SPP level (it always does) and everybody was boasting about buying a pip cheaper - the result was only 25% of the SPP was raised. Now they need to raise again in December and retail did not get a look in and the complaints are endless.
Retail biggest problem is retail.
