By taking longer and talking to the relative authorities in detail before lodging will:
• Improve relationships and provide more intimate answers to their concerns
• In all likelihood reduce the time frames for the permit to be granted after the submission is made.
Although frustrating I see this approach as sensible and I'm glad they have gone down this path.
