Perhaps Tata don't want to dump $3m into a guarantee scheme until they are confident the other $3m of the guarantee will be paid and that drilling will proceed. However, I recall some churlish and childish language being thrown about by SOGT about the "so called Tata Sons Code of Conduct". So I wonder if there is more to it than that.
