Verb tenses need to convey a logical timeline or sequence of events, so if there is a shift in the timeline of when events occurred, your job isn’t to preserve verb tense consistency at all costs, but rather to mix verb tenses as necessary to tell a logical story of how and when things happened.'

More simply, it is OK to mix verb tenses when the sentence covers more than one time period.
The inference that the NOI has been progressed, misrepresents reality. Therefore it is important that we ' tell a logical story'.
