I don't believe they will buy at these levels (I'm happy to, as I still see value here, but just looking at history buybacks at $17 look unlikely).
They have had $500m available for 18 months (sure, the price is up, but not every day - if they were tasked with buying the dips then there were ample opportunities) but didn't use a cent (last buybacks were sub$5 iirc).
I'd be happy to be proven wrong though!
