That's a good question @Hiddenvalue: "Who would participate ATM without the quarterly released?" The BoD are happy for shareholders to keep 'carrying the can' for BLK. Money first, then production. I doubt they'll release the Sep'19 quarterly, or their legendary expansion DFS, before the CR is finalized.
