Maybe the BoD are expecting eligible shareholders to become more enthusiastic over the next 2 weeks, compared to the last 2 weeks. My guess is that the majority of eligible shareholders read clause 4.2 on pg.5 in the Share Purchase Plan Offer & decided to wait...
"It also means that it is possible that up to or after the issue date of the Shares under the Offer, you may be able to buy Shares at a lower price than the Issue Price." (Bold type & italics as per Market risk commentary in the SPP Offer).
There might be some action if BLK announced their completed Expansion DFS, or a Sep'19 quarterly that's better than expected, before the SPP Offer closing date (18/10/19).
