It is an ASIC cap. They raised it from 15k to 30k around 3 years ago. It is so people don't bid for millions and then take out the whole SPP and gives all shareholders a chance of getting some of the available stock. Rights issues are better than SPPs as everyone gets a proportion based on what they hold and it also means you can't get scaled back. Very annoying to free up 30k to only get a fraction (not that this is an issue in this circumstance)
