Taking the above in consideration, plus AVZ's legal team needing time to prepare a water tight request, one could say something about end of April/early May happened to trigger AVZ's action.
I have the feeling that AVZ's actions were triggered by Cominiere's attempts to push AVZ out of the JV and/or Cominiere's attempts to take the Exploration Lease away from Dathcom and leave Dathcom as an empty shell.
In other words AVZ's reaction, of lodging their case with the ICSID, was triggered by an action of the DRC state company Cominiere.
It did not come out of thin air.
If Felix, or DRC government, is upset by AVZ requesting arbitration by the ICSID and possible ramifications of the outcome, questioning the behaviour of the State owned company Cominière could be a good start.
That Cominière has damaged the investment climate in the DRC is without doubt, something a country, like the DRC, does not need at this stage of their path of building a nation, based on the riches of the nation.
What we are observing here is a bunch of kids trying to get their hands in the cookie jar.
