You do raise plenty of questions, MC, but from what I can gather the issue is with the Chinese end of things. I guess that's the price you pay when dealing with the Chinese; they are thorough and are not easily parted with the money, which is a good thing as it shows the due diligence already completed and shores up CSD's future.
