It's the board doing this with one Merchant rep. They have no right to any cheap shares by way of any rto unless they hold shares in the shell proposed. If that were the case then the other board members and shareholders should be asking questions!
Yes if they had no cash and did a soph raise to purchase and do an rto I can see that happen, but the company is flush with cash.
