Article 7.1 means that they can only issue 15% more shares without shareholder approval. That will limit the amount of money that they can raise if they want to raise without shareholder approval.
I don't know if there is a time limit between issues (surely you can't do 15% today and then another 15% tomorrow, etc) so maybe they can't do this again without shareholder approval given that the last cap raise was in May.
