No Government want try to resume operations so that they can re-hire workers, note as far as I can see they don't have unemployment benifets in Guyana.
TRY may well be holding out for government to expedite the issue of permits and mining licences so they can start mining OC. Once they have those they will be able to re-employ workers for that.
I don't expect all workers will be re-employed and not on mass, would say it will be an incremental start up.
This sort of thing happens in mining, you expect the unexpected and when it comes up you just have to deal with it.
I have cautioned before that while try where having a good run, paying of debt, building up cash in bank and having some exploration success. It only takes an unexpected issue to throw a spanner in the works
