Your assumptions are all incorrect.
Otherwise, you're saying that pls management preferred to make a 99m loss rather than sell their product below floor price. This is in addition of granting the management team more options (just to do their jobs), and ongoing salary when the production has been significantly reduced, with no sign as yet when they're going back to full production. If I was a shareholder, I would be quite unhappy with that situation.
The most logical conclusion is that pls could not offload their product to their offtake partners even if they wanted to, and most likely selling on spot market rather than as a high end product.
