From all of the comments and because of the information that we have, it makes sense that the current suspension is around IMEC and our next lot of wafers. Perhaps the iteration will exceed our time limit and put us past the 12th month of the contract and that's being worked out/resolved at this time.
So, I'm going to put my speculation firmly on line item 4 as being the reason.

I'll gladly eat crow and suck eggs if I'm wrong, but it really looks like our technical update is about our final fab..
