The number of shares you receive isn't important, what is important is the overall value of your holding.

The US doesn't really do shares with unit values of 13 cents on a major exchange. That's for penny stock OTC/pink sheet companies.

So intuitively there would be some sort of consolidation before a NASDAQ listing.

I'm not even sure it's a possibility, there are some pretty heavy-duty compliance requirements to list on the NASDAQ, including share stability, balance sheet and income.

I just don't see it happening.
