The permit was expected and outside KPO's control so no reason to halt for that IMO. Dilution is dilution on top of the significant SP decline for the last 10 months. Let's hope the money buys the gas field for their own gas supply. With a very risk averse investor it does not bode well for the future. I expect the market reaction to be meh, and SP to remain around 2.7c.
