Agree. When you're at mercy of waiting on courts and regulatory bodies, the last thing you want is to keep impatient shareholders at bay. A trading halt cools that. Further, regulatory approvals present a substantially more difficult feat than any technical/engineering challenge encountered during the project ever will. Managements best move is to continue making progress and to keep lining up the aforementioned ducks as best as possible for big targeted release later in the year.
