A sale of the balance of the CBD biomass could not be made until the crop was fully bagged, weighed & labeled (THC & CBD COA) which was in late Nov; two weeks after the initial trading halt.

Obviously the DL offtake romped-in with the CBD base line so no COA was needed. Normally a COA is needed before publically offering CBD biomass for sale and this takes time, IMO because of the 3rd party testers being flat chat at harvest time, IMO.
