Once again thanks for your hard work and persistence here. The only thing that makes me think its something new is the word proposed, but as you say it could be an update on a previously proposed one.
I checked out the map od St Johns Island briefly but couldn't find anything that could be related to SCU, I think the Singapore food institute (government run, not sure thats the exact name) is closed down but that could just be related to covid. I couldn't find any reference to SCU whatsoever on the Temasek Polytechnic site which is interesting if they are going to fund a lab there....
