The Company (in my opinion) remains suspended because it hasn't raised the required capital.
According to the 28 Feb Prospectus, the ASX is concerned about SCU solvency (Listing Rule 12.2). To address these concerns, and before it can resume quotation, the Company must raise $5m. The Company hasn't raised this money yet and so the ASX isn't allowing them to trade.
Possibly, there are other factors also at play (e.g., ASX not satisfied with SCU' response to its Lantene acquisition Qs) - but the lack of confirmed funding is undoubtedly a key reason for the current suspension.
