The only thing I suspect could be holding up process is that DRC President Felix Tshisekedi, who has good reason to be proud of his cleaning up of corruption since his leadership began in the DRC, would like to see moneys transferred back to Zijin.
No matter what AVZ holders feel about Zijin, they have a significant presence in the DRC and should be treated fairly, even if their intentions of transparency and thoughts behind purchasing a 220m+ portion of asset for 33.4m USD is questionable.
Perhaps because 6m of that money has already been spent on "refreshments", perhaps DRC leadership are trying to find a way that this can be resolved with all 33.4m funds back in the hands of Zijin (or they are compensated in some other way), their claims to ownership are withdrawn and we get back to being a progressively corruption free economy.
That is my only uninformed and uneducated guess at what is taking so long.
