Im not grasping at anything its what the announcement says.

If you own 20% of a house and sell me a 15% share in your share of that house then I own 3%.
For me to control your 20% I would need to buy all your share.
The AVZ announcement is clear Jin are claiming a 15% shareholding.....not that they own 15% WI......at least as far as the request for arbitration goes.
