My thoughts? It's the finalisation of the mining licence + surface rights, of which I think the sticking point is majority ownership - which says to me the issue is around the Damomir claim on the original 15% transfer, rather than the Zijin 15% sale.
This needs to be settled before ML, CATH etc. I had hoped the DRC would stand up remove any ambiguity.
