I think you are probably right but by the same token might not cominieres percentage also need to be settled prior to transfer of 10% to drc and issuance of the mining license & surface rights for dathcom?
Hence zijin issue also creating a problem. The overall split seems as likely to be relevant as majority ownership before CAMI could finalize. (if percentages are the issue)
