It is possible and legal to buy and sell shares in suspension. You cannot buy and sell during a trading halt, but you can during a suspension - ASX listing rules have two separate processes to govern each event.
For suspensions, you cannot trade on market, you can sell and purchase off market. There is no rule under ASX trading rules which prevent this that I am aware of.
