Just that all the hard work for getting it had been done.
Eg the years of slogging away with studies and testing and application and red tape etc.

Given the decree has been issued and the surface rights presumably paid at this point. (at the 99.5% completion point)

Pending whatever issue is needing resolution prior to the piece of paper being issued that says
"Advance to Go (Mining), Collect $XX Billion"
