This sentence isn't all that encouraging IMO. Talk even if positive and polite, is cheap....are we being stalled while the DRC have a parralel arrangement under way elsewhere... time will tell.

I read this annoncement as: "We are happy with our conversations with the DRC government, but we still do not have a Mining Licence.

I do feel that this is going to take a while to progress through, no matter the outcome....

Yes, the rhetoric has been toned down somewhat IMO, and the fix could be still some time off.
The focus of this Ann is now on the Govt, not the matter underway at the ICC, lets hope the Govt outcome provides the required support for the ICC.
