issue is ( I’m guessing like the rest of us ) the people that have caused these delays have probably done this many times. They couldn’t just refuse the ML as such so they called into question of what piece of land the ML will apply to. They’d simply say to the court we can’t grant a ML without these specifics and at the moment no one can give these specifics so we’ll just wait.
