it has nothing to do with which project had the dfs completed first. JB has said it all depends on the contracting and spot market, the price is too low so they aren't going to get funding to build anything until the price increase.
I'm not saying it will happen i'm saying i think it's a possibility, both of you need to chill out!
JB will wait because he knows something you don't, the price needs to increase to incentivise new production, JB would rather wait for these circumstances to occur. Better spot price and contracting prices means more $$ in revenue from both assets and it will be easier to obtain capital through debt and equity raising.
