    Interestingly enough, Luis Salaya (the Mayor) is from the PSOE (Socialist Party). Which is also the Party in power in the Junta de Extremadura and the Cortes General (top-tier government).

    The thing is, if Salaya approves the mine and loses the next election, who would replace him? Presumably either another PSOE candidate (no doubt selected with "input" from the higher-ups within the Party), or someone from one of the more pro-business parties.

    Salaya really seems to be stuck between the (ore-bearing) rock and a hard place, which is why he's softened his stance somewhat. The mine isn't just going to go away, and he knows it.
