I think you are right about the second part though about E&Y being brought in to confirm the rebuttal issued by RFF though, not to actually properly investigate the claims. Because management were the ones supplying the information they wanted to supply...

Like this bit:
"Management did not have contemporaneous documentation that they were able to provide for the assessment as operating leases under the accounting standards. However, documentation was subsequently prepared by Management to support their judgements.We have not assessed the conclusions reached by Management."

Sounds legit....
