I doubt that it would be more economical for EDV to have a separate distribution network. There would be no incentive for WOW to decouple EDV from their distribution network when they can have EDV pay for continued usage.
For more practical reasons, it would be unlikely that they will decouple distribution. Most Woolworths stores that have an attached BWS or Liquor section also take BWS deliveries on the same loading dock which lead to the Woolworths stock rooms. It would be an operational challenge having two completely separate entities using the same loading dock.
