The resources on the Gambia side belong to Gambia with its own petroleum laws and fiscal terms and likewise Senegal and never the twain will meet.
Gambia will want to ensure that they get their piece of the pie, which they will miss out on if the oil is produced in Senegal unless there is an agreement between Senegal and Gambia.. So the Gambia JV will have to go it alone IMO.
