They must be confident of low cash burn if they are commited ~700K of 2.7million to this play.
With such low admin costs, TSV is much like a O&G investment fund. Maybe that's how they see this thing developing in the long-term, with Warro as a very handy and exciting first-up asset.
Happy with the risk, if for nothing else than to bring some attention TSV's way.
