Yes must be close, might even be worth spending 100K on a publicist for a couple of months work, even if they dont ever intend to use there market cap to borrow against at least they would still have the option to. It would also enable them to seize opportunities when they arise. The no debt story is fantastic but some work really does need to occur soon on the share price. the longer left the harder it is to change.
