That's totally unfair of the company, and poorly reported. The worker should never have been in a position where it was possible to breach the safety regulations. He/she was obviously not supervised sufficiently otherwise an accident that lead to a fatality could not have happened.
This has/is occurring too frequently!! Something is definitely wrong with the mines safety protocols.
They should be running this mine with Australia's safety regulations as a minimum, even if Phillipine rules are not as strict. Protection of the workers should be first priority!!
Blaming the victim does not cut it. The company must stand up and take responsibility so it's not possible for a worker to do what they claimed they did.
I'm on the phone to management tomorrow about this, and will be asking hard questions of management at the AGM!!
