look i think the poor lawyer was doing the bidding (got an offer they couldnt refuse) of a wealthy local landowner who was against the project...probable spoils the view from his holiday ranch verandah
still not signed and sealed but its back to the local court now and its got so much local community and government support and its a strategic resource.....very hard to see it stopped
