Your prediction is based 'literally' on market cap before and after the CR (noting shares will be issued next week).
Historically though, FBR's share price post CR announcement (in the past couple of years at least) has been guided by sentiment. From a retail perspective, this has been negative due to minimal communication, shifting of milestones + change of their business model after the termination of the MOU with CAT.
It's also worth noting but incredibly hard to prove that an institution may have been accumulating/bumping the SP up for the past 15 days to accumulate far more at the discount (perceive that how you like).
