Ann: FBR completes walls of first display home using Hadrian X, page-258

I am unsure of the building codes but as I hope we can all agree, Hadrian has laid blocks close enough to the edge of the slab so as to not allow enough room for a course of face bricks whether manually laid or not.
Therefore this talk of "The recent build still requires manual brick laying to finish the exterior walls", what happens here?
Are the manually built exterior brick walls therefore either:
(a) laid on dirt around the slab, or (b) the blocks are manually rendered?
IMO and of course I may be proven wrong by the Experts but (b) seems the obvious correct answer to me.
With solution (a) being IMO just downramper drivel.
