Make a picture taken from high looking down on top of the wrapped blocks to see what blocks they are and find out, and no the blocks need to be unwrapped when coming to a build site they are already clean from the factory.
wienerberger had the same done with their blocks they come clean from the factory, the reason is the adhesive sticks the best on a clean surface preferably slightly damp or wet, anyway the adhesive is wet.
the fact a block pallet is fully wrapped is very good it means it is being kept clean from dust etc..
