I would expect a deal like that (exclusive supply rights) with WB to coincide with another contract with GPV something along the lines of "...for the manufacture of walls for 500 homes" in an estate in Mexico.

Coincidentally they'll likely know the exact amount of blocks needed and the exact time frame required to fulfill the delivery of walls of the contract and are therefore able to forecast to WB what their return ROI will be for their exclusive rights. Its a no brainer for all parties.
FBR have been lining up the ducks for some time and I think now is coming of the time they will pull the trigger.

Ill be disappointed if I'm wrong...
