This particular organization is not part of the government bureaucracy per se, it is a private evaluation company. Basically, a company submits a sample of their product and then pays to have it evaluated. This is a 90 year old company that is relied on by the construction industry for their standards and opinions. Companies like this keep their income streams moving by requiring re-evaluation on a set time schedule, it also allows them to identify any variance in products that were submitted at an earlier date so that they can re-certify them. My best guess (and it's only my opinion) is that industry players in jurisdictions FBR is looking at (Florida) generally accept the analysis of this particular evaluation company.
