The Height of the HX (roof) would be taller than a portaloo or a caged skip bin, plus the boom would be at full pitch so it would be able to build over those obstacles - see my image below drawn from a side section .
As for the positioning of the HX, whether it sat on the footpath or the nature strip, it wouldnt be an issue. The HX wont need to be dead centre of the block either.
