I doubt it, if the money was aimed at more HXs they would have mentioned it in this announcement. Suspect this is for day to day expenses, and the company probably hope to push their cash reserves till they get some contracts / orders in, against which they could borrow money at the bank for hx construction. I hope, me fantasising
