While you are correct, I don't think progress on Hadrians 3-8 is as well progressed as it should be.
But there is some revenue coming FBR's way for them.
Also, there was something I saw that talked about paying back the loan over a number of years. That means that the loan is not really a rolling loan, but just a loan. If it was a rolling loan, they'd pay back for 1 Hadrian and then borrow for the next. Anyway, if that is the case, it means that there is more likely to be profit left over which FBR would get half and have money coming in that way.
