I'm not sure if the KSA MoU fits with the new business model - WaaS. The MoU was signed under the old business model and may no longer be valid. This is something to consider. In my opinion I believe FBR would likely partner (JV) with a materials and construction company in KSA the same way they have with Brickworks in Australia. This may actually be a better option for KSA as it would be stimulating the local economy and businesses even further then the previous agreement.
